The fact that WinTV is working fine suggests that there is nothing wrong with windows/drivers. Looking at the logs I'd say there is something wrong with with the TSWriter filter. I suggest a full rebuild of TVServer with the latest version.
1.Uninstall TVServer from add/remove programs
2.REBOOT! (Sometimes the TVService doesn't stop and so the uninstall won't complete till reboot)
3.Delete the folder C:\Program Files\Team MediaPortal\MediaPortal TV Server
4.Use SQL Studio Express to delete the TVLibrary database
5.Re-install TVServer (Latest SVN)
Don't skip any of these steps
