Can't activate Net Framework 3.5 on Windows 8.1 (1 Viewer)

After hours of searching, I finally found the solution to this problem on Superuser:

I had the same problem and solved it as follows: I noticed that two recent Windows updates refer to .NET Framework 3.5. I uninstalled them both and then was able to install .NET Framework 3.5 from Control Panel.

I'm not sure if was necessary to uninstall both updates. They are KB2966826 and KB2966828.

That works! Thanks, gadgetboyj, you saved me from the dreaded re-install of Windows 8/8.1/ 100+ updates to try to resolve this problem. Like you, I have spend many frustrating hours on it.

I reinstalled windows a couple of times and I may have installed this package before installing this updates. But why is .net 3.5 in use at all? Isn't 4.5 more functional, and have more security built in? If it was a key component is should be in the install process like the others and not a requirements for starting the install.
