I dunno whats wrong, haven't updated to latest drivers for that card yet(will do if i get some time later today) but don't think it's the reason.
You're not running any form of lite installation of windows?
Well, actually I do ... I used nLite to create a slipstreamed install-cd of Windows XP SP2, added some drivers, made some tweaks and removed a few minor components (like the "Alerter" service). I have only had a few minor problems with it.
The only current issue is an error message in the System Log:

StiSvc is the "Windows Image Acquisition (WIA)" service, which I have disabled. It does not seem to affect anything on my computer.
I created and installed it 31. December last year, and haven't had to reinstall since. Windows is actually just as responsive as it was in January.
And I am positive that I have used the TV-card to watch TV on my computer plenty of times with this configuration.
