Force PAL operation for usb tuner composite output (1 Viewer)

In my setup, the composite input on the usb tuner receives audio/video signal from an STB. The usb tuner is NTSC but the STB is PAL. I think this should not make a difference as I am using the composite input on the usb tuner, not the tuner itself. But the signal I get is all screwed up with really bad audio. I tried this card with GB-PVR and I needed to put an option in its ini file to force PAL operations. Is there something similar in TV Service to force PAL on its composite and svideo outputs?

There is really no option TVServer to force the capture card (a toshiba usb tuner) to PAL? I find that hard to believe. Is there a config file for TVServer from where it reads the settings for the capture card? Maybe something in the database?
