Getting PMT error with 1 tuner of 2 tuner card (4 Viewers)

I'm getting an error on 1 of the tuners in my Cinergy 24001 DVB-T card (2 tuner card).
One of the tuners will allow me to timeshift any terestrial station. The second is coming back with a "No PMT" error.

I've attached logs where I:
1) Timeshifted a station via Confihuration->Manual Control using the "good" tuner - Good signal, Good Quality
2) then I tried the same channel using the second tuner and got the No PMT error.

Any Thoughts?
