Right, found it now! 
I can raise the FPS to 50, and the "!"-meter claims that I have around 50 FPS, and scrolling is a little bit smoother, but it is still not as smooth as when I have TV activated. Scrolling is quite OK, the big difference is when I select a menu item and the menu is "zoomed out" so to say, then, even with your new fix, the FPS drops for a second to around 25-30 while the zoom out-effect is done. With TV activated, the zoom out is much smoother, and it stays around 50 FPS,...
