try disabling your on-board usb chips to see if conflict is between usb controllers

The hauppauge 1300 is a PCI card, and the remote control is plugged in to the PCI card, i don't know why i have to disable the usb chip of my mobo...

because the hauppage cards use a usb controller chip on their tv cards, i know the plug is not usb standard but it is non the less attached to the usb controller on the card and this may have a driver conflict with your on-board usb
