You're trying to play 23.96 fps h.264/AVC content. You need to ensure your source and GPU frame rates match your monitor refresh rate and also choose an appropriate codec that will allow you to make use of your GPU's h.264 decoding capabilities - I'd recommend the Microsoft DTV-DVD video decoder if MC playback is smooth. After that, check how hard your CPU is working when you view these videos - you can use alt+enter to switch MP to windowed mode so that you can view task manager side by side with MP.
