First, some answers/responses to previous questions/comments about scanning, though as far as I'm concerned they're almost irrelevant to the stuttering issue...
The "enable channel movement detection" option is meant to prevent a new channel being created in the case where that channel has moved from one frequency to another. Update instead of create. That is all.
Scan speed has nothing to do with channel movement detection. Enabling channel movement detection will not make the scan quicker.
Yes, you will have to do a manual scan every so often.
The point I was trying to make previously (and trying to make again now) is to get you to check that the frequencies that have been submitted for your region are correct.
If the submitted frequencies are correct then a single scan should find all available channels and all of those channels should work perfectly.
If the submitted frequencies are not correct then a million scans won't guarantee to find all available channels or that the channels which are found would work perfectly.
We need to be logical and methodical.
If we can establish that the submitted frequencies are correct then we can confirm that the channels found in the scan were saved with the correct details.
If the channels have been saved correctly then we can start to look at external causes for stuttering like signal strength/quality etc.
...and so that is my advice to you: start by checking that the frequencies that TV Server is scanning are the correct frequencies for your region. Don't assume they're correct. They've been submitted by somebody who may or may not live in your region. People also make mistakes sometimes...

Your assumption is wrong.Question, every time I re-scan I tick 'Enable Channel Movement Detection'. I assume now that this tick is for making the scan quicker and not, as I thought, a setting to track and amend if necessary channel tuning changes automatically in the background.

So is there a way of auto background re-scanning channels, or will I have to do a manual channel scan every so often to A) find new channels and B) prevent errors like the above?
TV Server does not do any automatic background tuning detail updates.can mediaportal do channel movement detection checks in the background and auto retune when a change is found?

You can just check the TVService log, which is what I did. It is pretty obvious. Search for "EpgCard: grab epg on card" repeating often with the same channel over and over again, and the EPG grab process not able to get any EPG.I've unticked the channels "bid", "price-drop", "Sky News Active iText Quad" and "CNN" channels to stop the continuous epg grabbing. Begs the question though, how to stop it in the future?
The LAV codecs are MP's default/preferred codecs. When you first visit the TV/video/Blu-Ray/DVD codecs sections they'll show as selected (as seen in your screengrab) if they're installed. However, the settings are not actually saved until you have visited the section. In other words, the TV codec settings were not saved until you took the screengrab. Now they should be saved and there is nothing further to do.I dont know what the problem is with the TV Codecs settings, as far as I was aware they are set as advised ( see screengrab ), what should I do?
Quite honestly I think that if a rescan solved the problem for you it was nothing short of a miracle. There was and still is no evidence that tuning details had changed and that a rescan was required. The log messages that Vasilich spotted related to the EPG grabber and were irrelevant to the stuttering, so please forget about them.As for the stuttering, this was fixed I think with a re-scan. Again though, how can I prevent an unknown channel tuning change from affecting my system...
