Chris, quite honestly I wouldn't use TVE 3 with SAT>IP. It is too much of a hack.
These crash issues are a known issue with RTSP IPTV. No such problem with TVE 3.5.
If you want to stay with MP 1 then I can only suggest to try this:

But the TV Server is not stable. - I don't know what's the problem - sometime the TV Server get an error and stopped.

Yes, like I said: TVE 3 (MP1 TV Server) with the standard IPTV filter has a known problem with stopping RTSP streams which sometimes leads to a crash.

There are no known problems if you use TVE 3 with the merged IPTV filter (previously linked), or TVE 3.5 with standard or merged IPTV filter.

If you are using TVE 3 with the standard filter then there is nothing I can do to help you. Otherwise, if using TVE 3.5 and/or the merged IPTV filter, you should post full log files. I can't help without them.
