Same problem here, using HVR-4000.
The thing is that I've been having this for a long time, and it happens randomly: sometimes TV works fine and sometimes it doesn't work at all from the system start, which is quite frustrating.
DVB-T is what I use the most, followed by DVB-S/S2. Satellite is less problematic.

Edit: This seems to be working by now

Seems like nobody can find a solution. So I decided to reinstall from scratch. Did a clean Windows 7 install, all Windows update patches, latest ATI video drivers. Unlike my previous installation of Windows 7, I did not install anything else but what is required by MediaPortal ( like Microsoft .NET Framework 3.5 Service Pack 1) and let the MediaPortal 1.4.0 installer download everything else. No luck. My live TV problem was still present. I then decided to upgrade to Mediaportal 1.5.0. Same result.

In a last chance attempt, I uninstalled MediaPortal using the option "Full MediaPortal Products cleanup" and then installed MediaPortal 1.3.0. Bingo! All is working well. So the problem must lie within MediaPortal 1.4.0 installer and is not hardware related. I will later try to upgrade from 1.3.0 to version 1.5.0. Keeping my fingers crossed...

I am having the same problem. I am downloading the files it asks for so i can use it on my desktop at home. ( I use the wifi at the library and at mc donalds. ) The software that came with my card works fine. I do scan for channels it it works. But it just won't turn on or let me choose a channel. When i try i hear some clicking sound. Luckly i can use a mouse to close the program. Other wise it works fine. If there is a fix please post it!
Does anyone think it could be a sql server problem?

The upgrade from MediaPortal 1.3.0 to 1.5.0 was a success. I then suspected my "MediaPortal 1.4.0 installer" file was the problem. I re-downloaded the 1.4.0 installer and, after a "Full MediaPortal Products cleanup", I did a fresh MediaPortal 1.4.0 installation using this re-downloaded 1.4.0 installer. Success again! I re-did a "Full MediaPortal Products cleanup" and installed MediaPortal 1.5.0 and everything is working as it should. Thanks for all your help.

I would like to add on what I said in my previous post. All the tests I did was on a new install of Windows 7 and not on the one I had the problem at the beginning. So, when I thought I had found the solution (corrupted MediaPortal 1.4.0 installation file), I went back to my original Windows 7/MediaPortal 1.4.0 installation, did a "Full MediaPortal Products cleanup" and installed MediaPortal 1.5.0. Fail... Back to square one. Live TV is not working.

Re-did a "Full MediaPortal Products cleanup" and installed MediaPortal 1.3.0. Hurray! Live TV is working again. I could then upgrade to 1.5.0 and Live TV still works. It seems that as long as version 1.3.0 was installed, even though I uninstalled it using the "Full MediaPortal Products cleanup" option, subsequent installation of MediaPortal (be it 1.4.0 or 1.5.0) leads to Live TV working.

Hoping this helps.
