What i mean is "OUTER GLOW" in Photoshop.

as i don't have photoshop here, pls post result image with applied outer glow PS effect.

but maybe OuterGlow class from MSDN can work.

this works only for controls, not for images

I just have tested your fashoin logos from your last post, and i see images centered. that means that your logo "\Bureau\perso\MP\simple\Fashion TV.png" isn't 200*200 in size.

how we can know if we have dark or white background ?????

Surely it doesn't make sense to apply glow on all designs (i won't use it anyway), so we can mark some designs to use glow or not.

I posted this tester to check if it is what you have asked, so don't care of design configuration at this stage. And test it only for images 200*200!

is 200x200 in Windows and XnView ( 96x96 pixel/pouce)

this is how it looks like on my side.
Only thing i can imagine is that you use display with 125% large elements. Try to switch back to 100% and test again.

If you don't have photoshop. Pixlr is a pretty good web based free alternative http://pixlr.com/editor/
I'm sure sure it has the usual outer glow, inner glow etc
