It is not clear yet where the issue comes from, but MPC-HC is experiencing similar issue. In my opinion we cannot set W8 as supported platfrom before the video playback stuttering cause is found and fixed. At least I wont be debugging or helping on any video playback issues on W8 before the issues are solved

Well I've tried multiple video formats and not noticed excessive frame drop. (will test more extensively)
As I don't use Blu-Ray that is not a problem for me.

Well, after some extensive testing there is no excessive frame drops for me under Windows 8.
For me it's basically the same as windows 7.
A small amount of dropped frames when the video first starts (1-12 depending on resolution) then it's rock solid from then on.

Is there any way to get MediaPortal to spit out a "dropped frames" report? Apart from shift+1 and watching?

I must congratulate ALL the devs on a job well done. For me MP 1.3.0RC + StreamedMP + Win 8 = BIG WIN!
