This was the solution in my system also! How did you know that @tourettes?
Installed Windows 8 on dev PC and started to see huge frame drops. Took four evenings to find out the root cause (thanks AMD and/or MS, I could have spend that time with something more productive).
and did it change from beta to rc1 or is it a problem from/with Windows 8?
Windows 7 on the same system doesnt show problems with enabled amd SVM (Bios option)
Not MP related, MPC-HC is affected as well.
Not 100% sure why Windows 7 doesn't have the issue, but it is most likely related to the Hyper-V that Windows 8 has (kernel probably has some hooks already when Hyper-V is not installed, who knows...)
