The stuttering may be issue of slow CPU. To decode FullHD you will need 3GHz+ CPU.

This would imply that with the new ffdshow tryouts dxva is deactivated for vc1 but for mkv its activated? Because there blurays stutter but mkv run smoothly.
Is it possible then to activate dxva for vc1 in ffdshow? (I know thats not your saf, but I try to understand, what could be the Problem here and how this all works together)

Yes.
START - SAF - FFDShow - configure FFDShow DXVA - enable/disable H.264/VC-1p.
