[MP1.14] User priorities not working (1 Viewer)

Case...

User MPEXTENDED-1234 is playing a channel through MPextended
User STUDIO2 wants to view the same channel on a card with cam-limit 1

User priorities are set as:
EPG Grabber = 1
Default users (those not defined below) = 2
Scheduler = 100

STUDIO2 = 3

But when I try to open the channel in MePo 1.14 it won't kick the MPEXTENDED-1234 user as expected.. instead I get a No Free Cards Available error.
What's wrong?

Did you restart the TV service after adding the new user priority for STUDIO2?

You're right... i feel so stupid..
I thought it automatically restarted, since it says: "Note 2: Changes will trigger a tv server restart"
and it took a while before the screen became responsive again, so I figured it was restarting the tv-server.
