I don't think so. As ge2301 said it's mostly a problem with SQL or NET. If you google for the failure code you find hundreds of people with the same problem with other software.

We have seen some similar eror messages. There were cases wher the issue seemed related to an inconsistent SQlite installation. Uninstall and start from scratch helped.
