How to install mpe1 when it keeps saying "Wrong File Format!"?

I've been getting this msg for ages and got the shits today and did a COMPLETE FULL uninstall of ALL MP files database the lot, then did a CLEAN install of MP 4.0 (1.4?) and now i can't even put in any plugins at all, not in MPExtension program or via local after downloading....

I can't even get it to download the list of plugins, So at this point i have no plugins at all. I cant load them in MPExtension program to install nor can I click on the file to install in from local after going to web site and downloading it from web site.

The solution for me was to delete the files from %temp% folder, which in Win7 is Users\[username]\AppData\Local\Temp.
