My TV: does not work with pinnacle PC TV 100e (1 Viewer)

Windows Version: Windows XP
1. TV Card: Pinnacle PC TV 100e

My TV does not work with pinnacle PCTV 100e, at least not out of the box. I receive a message "unable to create graph".
I have searched the web for a solution. And found that I need to install a mpeg2 encoder, but the proposed encoders are not freeware.

Hi,
This it's not a bug, you need a encoder to be able to use Software cards
