When I then select 'new' the learning dialog box appears. I provide it with a name and click learn.
It then 'appears' to learn the code and turns reassuringly green. When I press test however, whilst both blasters flash absolutely nothing else happens.
Could you supply me with one of your learned codes so I can have a look at it?
I have tried different buttons, different remotes, switching between blaster 1,2 and both but nothing seems to make any difference.
That suggests that it is not a problem with the transceiver not liking a particular IR code system, but more that the problem is either due to PC hardware incompatibility or software fault.
I can't help feeling I am doing something wrong as despite reading this thread from end to end I can't seem to find anyone else having the same problem.
It doesn't sound like it's your fault.
What version/model of MCE remote do you have? On the under-side of the remote it will say something like:
Microsoft
Model: 1039
If you can't see that, look here and tell me which one you have:

The remote on the left is Version 1, this remote is NOT supported by this plugin.
The remote on the right is Version 2, this remote IS supported.
Aside from this, try removing the replacement driver and testing the plugin again, and then try the replacement driver again.
As I said in an earlier post, there are hardware incompatibilities, and i'm working to solve this but it's hard going because I can't duplicate the problem myself.
I did find a modified version of the MceIrApi dll on the HIP site, and hopefully including this in the next build will increase compatibility for some.
The next version will be out as soon as I iron out the bugs in the Event Mapper.
