I've noticed that if you turn off rtsp streaming to clients then this actually works properly, I can then see the total time increasing as it plays back the still in progress recording.

Thats because this "feature" is not supported in RTSP Streaming yet.
MP simply does not know the "lenght" and so it wont update.

We plan to do a few changes in an upcoming 1.0.x release.
Quite a big change is required to get this functionality into the RTSP stream playback, thats why it will not be in 1.0 final.
