Problem with AirStar HD5000 & also watching TV (1 Viewer)

I now have 2 seperate problems, at least I think they are seperate.

First, I can't tune QAM channels with my Airstar HD5000. I have tried hooking it up to an antenna and can tune channels, but the signal is not relliable. My cable provider uses IRC, which works just fine on the Avermedia card. But the HD5000 tunes 0 channels every time. I have reloaded the drivers and TVE3, SVN many times with no luck.

Secondly, and maybe the worst of my 2 problems. But ever since I loaded the latest SVN and TVE3, my Live TV and playback of recorded TV is unwatchable, as in the audio/video is so slow. As if you were running on a very slow processor. If I play the same recorded video with MS Media Player, it plays just fine. So the problem is something to do with TVE3 or SVN or my installation of them.

Any help would be appreciated.

OK, I've fixed (I think?) my second problem which turned out to be the Codecs were hosed. I installed new Codecs and it is mostly working, with an occasional sound/picture out of sync problem. I still can't get the HD5000 card to tune channels. I've seen where someone was told to edit their TV Server config an correct the IP address of the tuner (HD5000 looks like a NIC card to the OS). I would do this, if I could only find this config file. I'd also hard code the IP of the card so I wouldn't have this problem again. Any help in locating this config or fixing the problem tuning my HD5000 would be appreciated.
