You are right, your C2D CPU should be fast enought, but for FullHD software decoding you need at last ~3GHz 1core CPU. FFMpeg (core of FFDshow) is writen for 1CPU, so playback of FullHD 60fps video can be a problem...
Try to play your *.m2ts file in Graphstudio and look at CPU usage.
WMP using media foundation, so using it for testing is not good idea.
There isn't any other "QT decoder".
The problem is QT splitter - there is not much to choose. You can try SAF5 _LAVF build to test on your MOV files.
*.MOV files using FFDshow to play it, *.QT/*.MOVSD using QT source filter as a bridge between QT framework (QTLite) and DirectShow.
I would like to see one of your MOV sample to test it.

I noticed you have a lot of background apps started after boot, some of them can eat some CPU power or causing stuttering. You should remova as much possible, look here:
That's interestingI am getting HD audio perfectly with SAF4 (DTSHD MA, TRUEHD, LPCM), those light on my Receiver light up and sound correctly, with SAF5 only DTSHD MA is working, TRUEHD and LPCM will output as pink noise. Any idea?

Oh no no no... media player plays them smooth as silk. These are only 640 res - My cpu plays 1080x1920 60fps - smooth as silk as well. The studdering is in the codec or conflict. I'll try to find another quicktime codec to install and keep messing with it. They played fine in MP before SAF install. (your request to uninstall everything prior to installing SAF) removed what ever was working. Previous to SAF install - I could play all 1080P files (my own HD videos) as well as every HD and HD3D movie I've tried.
