Hello i research a plugin for video player o media portal to emulate the DNIe effect Samsung LCD. Is possible this?

AFAIK DNIe is some kind of image post-processing done by modern Samsung TV sets. Post processing is done by non-Samsung TV sets as well (e.g. Philips' Pixel Plus HD). Although names are different the techinques are the same. Some noise reduction, sharpness, contrast and color enhancement and voilà...

You may achieve a similar (or even better) effect with ffdshow. I recommened to take a look at this guide regarding ffdshow post-processing: FFdshow Walkthrough: Basic, Intermediate, Advanced Configurations. - AVS Forum.
