Its not really a rescue if you cant get good quality live tv playback from kodi, i know ive tried myself but until kodi allows you to use custom codecs for playback it will never be as good and thats just a fact. Dont get me wrong there are things kodi does better than mp but live tv aint one of them.

The issue seems to be in USB. If you have an old USB 2.0 controller, descrambler probably will not work properly. The best idea is to buy USB 3.0 PCIe controller and connect the tuner to its connectors.
