What values did you try?
Because it's a dB curve, you probably have to try large adjustments (eg. 10 instead of 100) to have an observable effect.

Hmmmm, strange. It's a shame I'm unable to test WASAPI directly.
Like I said, from the code it looks like that setting should be having an effect.
Try setting the value to 0.
If you can build the code, I'd also suggest to try checking the return value and trying other curves.
