In most of my other logs I was using the option 1 of the Watchdog tool. As the error also happened then, I assume it's not a 3rd party tool, as that option disables 3rd Party plugins. Is that correct?
    Ahhh, yes - that's correct. (y)

OK, I switched from RTSP to UNC, but the same result. The sound and the video are from the same source. So if there is a problem with the network, I would have assumed, that both is delayed.

OK after switching from RTSP to UNC there is on difference. With RTSP I had sound and the picture started after 30 seconds. Now with UNC I have nothing. The sound appears after 15 seconds and the picture after 30 seconds from the first tune after resume. I don't know if that hint helps.

This moring I first went to my dev PC and started TV. Picture and sound were there after 1 second. I did this just to be 100% sure that it's not a server problem, which I already tested 1000 times (at least it feels like that :)). Then I went to the living room, started TV and the picture was there after more than 30 seconds. 30 seconds can be damned long when you're waiting for it. :(

This problem is really driving me nuts. I already installed a fresh Windows and a fresh MediaPortal with no result. A lot of people seem to have network related problems with Windows after resume. In most cases it seems to be a timing issue, but in my case it also happens after waiting some time.

    Something has happened! :)

As my mainboard uses a Realtek chipset for network I often checked their homepage for new Drivers the last months.
So I did yesterday and found a new driver published on 2016/12/27 (3 days before). I installed the new driver and now the situation really got better.

The delay of 30 seconds didn't happen this morning. But always if I resume the PC and immediately start TV the connection dialog appears telling me that the connection to the TV server was lost. If I retry then it works. And if I wait about 5 seconds after resume and start TV everything works.

Is there a setting for the TV server connection to retry a certain amount of times before showing the connection dialog?

    I don't think so - it's probably hard-coded somewhere.

I get the same thing happening if my remote dev TV server is not running - when I start MP on my dev client, it always tries to connect to it (even though I'm not trying to play TV!). MP won't switch to full-screen video when I play a local video file immediately after startup because the TV server connection check appears to block the video rendering from running until it's either connected TV server or timed out. So I get the 'audio but no video' situation happening fro a while.
