are they in different workgroups?
And have you tried disabling both firewalls?

No Same Workgroups.
Other Things like Network HDDs are working fine.

I disabled the FW - ddidnt worked.

then only thing I can come up with is test if it works with unc instead of rtsp (or vice versa) as outlined here: Advanced Options
