LeadTek tuners have always been a nightmare for MP, mainly because they sourced supplies from different manufacturers and never actually built the card themselves, so ID's that are recognised by MP to configure these cards has never been consistant.
As to whether they work with current RC2, only trying will tell, sorry.

Well, the log doesn't show any problems. I can see correctly tuned channels in the log. It seems to me that the tuner works fine.
Can you copy the created ts file(located in your timeshift folder) somewhere else while in channel preview and try to play it in VLC or MPC-HC?

It seems the file "DialogMenu.xml" in the theme folder does not have the onX settings in the file by default (after MP 1.36) and when you install a later version of MP.
I modified the MP 1.38 file with the onX settings from MP 1.36. Also I have found the "DialogMenu.xml" from MP 1.36 will work with MP...
