Does that replace the need for the DVB-T fix though?
The date on the hotfix is Release Date: May 13, 2005 so I didn't think that solved the problem.

psisdecd.dll ver 6.5.2600.5512, is the version registered in SP3.

So all fine there then, HOTFIX not necessary with SP3 installed.

you do need it

i can confirm that with a vanillla install of xp + sp3 and .net 2
you do need to get the patch, otherwise you get the error message.
