I took your advice and tried a COMPLETE reinstall, however I got the same issue. Googling the issue lead me to this forum:
Unhandled exception terminated SharpDevelop - at app startup - SharpDevelop Community

Which suggested that I just cut the lines out of the machine.config file. I did this, and the install worked fine. Do you know why each installation (6+ now) of 3.5 SP1 produced the same results which were incompatible with your installer? I don't know anything about this stuff, or why cutting those lines out actually helped. Maybe you can provide me with an answer?

Sorry I don't know what can cause this issue
But please keep in mind that it's a .NET framework bug, not from MP

Try to run

 sfc /scannow

in command prompt with administrative privileges to repair your .net installation. However if there are errors in the registry you will have to reinstall windows as it can be difficult to repair them
