Can anybody give me a hint how to enable Video Decoder under setting of analog tv tuner?

Bump... Five months later i've returned to MP... Now in 1.1.0 RC1 and progress is noticed. Now tv server configurationt don't crash while attepmting to scan frequencies. But video decoder is still not available. Can anyone tell is there any way to fix this?
Card works well with dscaler but i cant make windvr 3 to work(for now).
Pleaseee somebody
