Video frame gets stuck after changing channels. (1 Viewer)

I've been trying to get Meidaportal TV client to work for about a month now. I've been avoiding creating an account but this is really getting on my nerves. I'm able to get the TV server to stream but the client PCs have problems. When I change channels the video has about a 50/50 chance of freezing leaving whatever the last frame was b4 I changed the channel on the screen. Audio still plays fine just video is effected. I've read several post about editing some XML files but when I do a system search there are no files with the names on the computers. The info I was trying to use was from this post. As is the only way to change channels is the change to the channel I want then exit and re-open the program.

Also the video stream is NTSC and I have the program set to goto NTSC but for some reason it keeps using PAL. My screens don't like it too much. Any way to stop this w/o dropping frames?

I've attached two logs. Maybe they will help address any issues.

Tuner cards I've tried.
Hauppauge HVR 1800, 1850, & 2250
All have the same problem.

    Server AM3 x4xx Triple core CPU, Nforce 430 CS, 4 GB DDR 3. Nvidia 6150SE Video(Disabled), WinTV HVR-1800 tuner (HP Custom model "Just had extra inputs"), 40GB SATA HDD (OS Drive), 2x 1TB storage drives, 1x 160GB image drive, and bridged/redundant 500w PSUs.
    Reason Video is disabled is because the machine is remote only. I have tried it with and w/o video. Problem was constant no matter the variable.

    Server > 1Gbp/s Router (Packet Shaping enabled for for server/port "priority set:high") > 500Mbp/s Power line adapter > 1Gbp/s hub > Client

    I've been tinkering with some of the settings and got it doing it less. The MP client isn't crashing on remote PCs as often. I can now use the rewind then skip forward buttons to unfreeze the video.

    Also Disabling dynamic refresh did help a good bit with frames skipping. I only get a skip every 20 minutes or so now and its almost unnoticeable and now the video is full screen and not boxed into the center.

    A few things to try for the 'freezing on channel change' problem:

    1. Try a different video decoder e.g. LAV filters

    2. Try using UNC paths for TV (it's an MP Config debug-mode option - run
    Code:
    "C:\Program Files(x86)\Team MediaPortal\MediaPortal\Configuration.exe" /debugoptions
    - the extra option settings will appear in the TV section), instead of the default RTSP method.

    3. Install the MP client on the server (so it's a single-seat installation - this will also support remote clients), and check if channel changes work OK - this should narrow it down to the server or the client being the problem...

    1. I don't know where or which setting this is. There are a lot of options to change codecs in the software.
    (Is this a client or server setting?)

    2. Changing to UNC gives the client an error "Unable to play: live3-0.ts.tsbuffer" over and over.

    3. installed Client on Server. Runs very smooth, with instant channel changes.

    Well problem is 100% fixed now.
    What changed?
    ACPI Hpet table: Disabled in BIOS
    Changed MPS to 1.4

    I was tinkering with these settings trying to get my 7970 to run stable "It worked btw".
    It also lowered my DPC Latency from 150~idle with spikes up to 8000~ to 57~Idle and some spikes to 900~.

    Now to see if it will work for my other two computers.
