Of course you have the settings. Do you see the scroll bar in the main menu? Just scroll down to see other buttons.

If you see this skin, you have an issue or you selected it by yourself in the past and forgot about it.

OH! SHIT!!!!
I tried this scroll bar by putting the cursor on the bar and trying to push it up and down without success but it works when I
put the cursor on the bar and use the mouse-wheel.
