It should not make any diff really but it is always a possibility, i've only seen this tearing before on two machines one of which was overheating and the other was a vsync issue. Myself on my machines i have vsync always off and have never had a problem.
I use lav for everything and have audio set to default direct sound device.

Denied on both levels. Uninstall LAV completely (including CCLeaner Reg Clean), tested it and had the same problem. Then installed CCCP and same problem.

I don't think it is an HDMI prob as it's only happening with the MP UI. I can see the desktop and play videos inside and outside of MP and not encounter the issue.

    Sorry

Can you go fullscreen with bbchd streaming and hit shift+1 then take a screenshot of the info.

Maybe unrelated but those lines should be relatively stable continuosly, is there a particular reason why you have pal refresh set to 23 instead of 50 ?

Lord knows. I thought it was being done automagically?

I went to change the Refresh Rate and it says 24FPS and 24H. But when I put the mouse over on it, the figures change to 50 and 50?

    pal is 25 and 50
Have you tried lav for video decoder and setting dxva in the lav settings as i can see you are using microsoft decoder, just to see if it affects the render time.
