Run the Windows 'services' app (type 'services' into Win 10 search box), then double-click on the service you want to change the settings of (e.g. the MP1 TV Server is 'TvService')
@willemx - If you are using MP 1.22 TV Server, attached is a replacement 'TvService.exe' which checks the record filename lengths and will adjust (truncate) if necessary to keep within the Windows limits.
(The change will also be included in MP 1.23 pre-release)
I've spent some time investigating the issue.
The problem appears to be caused by missing or corrupted PCR timestamps in the file (which is why the duration of the file looks wrong e.g. 1.6 seconds instead of the actual 2 minutes 9 seconds. The file data from Mediainfo:

When I have time, I'll take a look at the filename length checking that is done when recordings are started by TV Server - e.g. it might not be checking for the path lengths to the 'thumbs' folder.

1,2 & 3 tested and work OK, and I haven't noticed any regressions - running on a system with three different (non-TBS) USB tuners installed (generically - 1 x Astrometa DVB-T2, 1 x Hauppauge PCTV DVB-T2, 1 x AF9015 DVB-T).
You should be complaining about this to the Kodi devs - AAC audio is very common today in digital TV streams, so they need to get that issue sorted out.
I've had a quick look at the code (looks OK to me), and run a build of the branch on TeamCity - it built OK.
