Still having the problem. After rebooting the PC (after our session), TVServer would not see the tuners. Had to stop and restart the TVServer service to get it to see the 3 tuners. Happens every time the PC is rebooted.

Service starting before IP address assigned => binding to internal IP => network devices won't be found.
Yes, we have. If the problem is persisting then it looks like your delay is not long enough.Thought we've been down this road before. Recall creating a task in task scheduler to delay the TVService startup to give time for IP address to be assigned.

That is not going to give you any delay at all, because 8.8.8.8 seems to be a reachable IP address. The expectation for that method of delay injection is that you'd put in an unreachable IP address. For example, 192.168.2.250 is probably not available on your network. Only when the IP address is not reachable will the 10 second delay be applied.Task is set to run .bat file on startup. Bat file contains:
ping 8.8.8.8 -n 1 -w 10000 >NULL
net start TVService
