Thought the PC had to be assigned an IP address before it could ping.

The adapter has 127.0.0.1 by default, which is enough.

Tried 192.168.2.250 in the bat file. Rebooted. Problem still there.

And I take it you confirmed that 192.168.2.250 is not actually reachable on your network?
If so, increase the delay as previously recommended. In other words, change the 10000 (10 seconds) to 30000 (30 seconds)... or higher if necessary. I can't tell you exactly what delay you need. You have to find that by trial and error. Every PC would be different.

Think I found it... Delay for TV card detection settings in TVServer Configuration (General) had been set back to 0. I put 5 seconds back in and it seems to be working now. Don't know how this setting got set back to 0. Rebooted twice and both times the tuners were there.

That delay shouldn't make diddly squat difference. It can't ensure that your PC gets an IP address because the delay is after binding. Luck?
