As the german channel "ARD Alpha" is now only available in HD i tried to switch to the HD-channel.
but after a channel-scan there is no such channel listed in "TV channels".
I also tried a specific search with this settings:
    Unbenannt.JPG

Each search run with this settings comes up with this result:
    Unbenannt2.JPG

After each search the same number of channels is mentioned as "updated".
So i think these changes remain unsaved.

In the attached log-file of the search process the channel "ARD Alpha HD" is mentioned.

Has anyone an idea whats going wrong here ?

No, that is not correct. TV Server always displays the "new" and "updated" counts, even when no channels have been updated:
new + updated = total number of channels found in that MUX/transponder
after a channel-scan there is no such channel listed in "TV channels".
I am not a TV expert, but I see from the screen shot that TV Server found 5 TV channels and 44 radio channels. The log file contains these lines:

Scan Got 49 from 49 channels
    Stopcard

The signal strength is apparently zero, but perhaps that is normal for DVB-S/S2, or normal for your particular tuner.

The scan found 49 channels, in agreement with the screen shot. Of those channels, 5 are type:19, and 44 are type:A. These numbers correspond to the TV and radio channels found, so I would guess that type:19 are TV channels and type:A are radio channels. The only quirk is that item (4) is type:19, but its name is "Radio Bremen HD", so is it a TV channel or a radio channel?

The scan shows that channel "ARD alpha HD" was found (item (2)), and I would therefore expect it to appear in the list of channels on the "TV Channels" panel in "TV Server Config". However, I think that TV Server places new channels at the end of the list of channels, so you would need to scroll to the bottom of the list to see them. Alternatively, you can click on a column heading to sort the list by the values in that column.

So, does "ARD alpha HD" appear in the list? If it does, click the channel to select it, and then click the "Preview" button. Wait several seconds. Is the channel displayed?

Sadly "ARD alpha HD" is not added to the channel-list.
I followed the idea of Mrbonsen to manually change the settings of an unused exisiting channel to the expected values for "ARD alpha HD".
    This works fine.
I noticed that the settings of another channel is very similar, so maybe Mediaportal can not divide between these channels:
