I don't think that fresh Windows installation will solve your problems, but you can try it. On your place I check:
Then for each network card I will try:
Because you have Wireshark, you should use it to monitor if packets are received.
If nothing helps, than you should try bridging network cards and test with VLC with same address, if it works.
- if you have correct address
- temporary turn off your antivirus and firewall (after turning off you should check if you have connectivity)
- before disabling and enabling network cards close VLC
Then for each network card I will try:
- close VLC (if not closed)
- enabled network card (all others disabled)
- open VLC
- open network stream with correct address
- wait if it works
- close VLC
