U;ve got pretty much the same problem as well, and my error is similar to the one posted 2 posts above me (but in english). TVService is stuck in a "Starting" state. It's been like this for a few days.

I don't have the same stack as the original poster's, and my hosts file is already exactly like the one shown that fixes problems. So it's not a hosts file issue.

Clearly there's something that's happened to many PCs around the world and will likely need a fix/patch. I've spent an hour or so going through my system but I can't work it out. I'm happy to supply log files (zip file attached) and I'll paste the stack trace to help others when searching for similar issues.

I should mention one other strange thing that hopefully isn't related. In the Event Viewer, System logs, I found
I found an error that said that my programdata\mediaportal\tv server\recordings\card1 directory was missing and that the corresponding share should be removed via NET SHARE /delete. Same with Card2.

These should have been there - I have no idea why they've disappeared. I recreated them and rebooted the PC, and it was then able to do a net share properly. However, that didn't seem to solve the bigger problem. I only mention it here for completeness sake. Perhaps the directories got corrupted and a chkdsk is needed...

I am using XP with SP3 so I dont have windows defender... So that didnt helped me.

My host file has
127.0.0.1 localhost
::1 localhost

When I try to run TVServer Configuration. I get pop up window message:

The TVService is not running start it now

When I click on yes.. Nothing happens and TV server error log has following error:
