OK, i'll do that. ATI Output @ Limited RGB i assume (since that should be the correct setting)?

Yes, Pixel Format set to "RGB 4:4:4 Studio Limited" and AVIVO Video set to "Use Application Settings". Leave desktop Contrast/Brightness at their default values as well in CCC.

Try that first, and then if you want try other ATI CCC settings until you see the right flashing bars. You should try to see flashing bars 17-25 (again turn up the brightness if necessary on your TV). You won't see 0-16 at all most likely, and that's ok. If you don't see 17-25 at all, then there's a problem.

Can't play the AVCHD or PATCHED versions within PDVD9 so i copied Stream 13 (the Black Clipping Pattern) to my MediaPortal folder to play it within MP.

    The results:

    MP4 file in MPC-HC: bars 17-25 flash :D
    Stream 13 in PDVD9: bars 17-25 flash :D
Stream 13 in MP: bars 2-25 flash :(

Btw: When i disable the "AMD External Event Utility" service, then the changes in pixelformat settings in ATI CCC won't have any effect on them anymore. You still have that service disabled with ATI 9.5?

Just tried the MP4 file in MPC-HC and i see 17-25 blink, BTB isn't visible (which is normal with video levels) :D
Downloaded the AVCHD file also, but when i try to play the .ISO file with PDVD9 it gives the error message "There is a disc with an unsupported format in Drive X" :(

    ** EDIT **
And the same "Unsupported format" error with the PATCHED file :(
Did you mount the ISO with DaemonTools or VirtuaCloneDrive? If not, try burning it to a DVD using IMGBURN and then play that in PDVD9.

I've copied the STREAM folder from that .ISO to my MP directory and when i play Stream 13 (Black Clipping Pattern) INSIDE MediaPortal i can see all bars blink (2 till 25) :(
When i switch to VMR9 and play the same Black Clipping Pattern (Stream 13) INSIDE MediaPortal i can only see bars 17-25 flash :D

Btw: Did you disable AMD External Event service? When i do that the pixelformat settings aren't responding to any chance anymore.
What result do you get when you play the MP4 files in MediaPortal? Don't play the stream 13 in MP since that won't use your configured H.264 decoder but rather will rely on your system's DirectShow filter settings and you would need Graphedit to verify which decoder is actually being used.

I disabled that service for sure, since it causes Pixel Format resets every time I toggle the power of my AVR/TV. Disabling the service means that when you change the Pixel Format it has no immediate effect, but if you change it then reboot then the new setting you chose will be in effect once you reboot. OR you could probably try starting the service, changing the Pixel Format, and then stopping the service.

One more thing: do you have the Aero theme enabled in Vista? When you press Window key + TAB do you get a fancy cascading windows shuffle as depicted here:

I think i have the same issue! Attached are some screenshoot's which should show all informations.
At the moment i was not able to test an external player but with MP i used the MP4 AVS test video
and simply switched between EVR and VMR9 in MP config and made the sreenshoot's.

    EDIT:
    Catalyst version 9.4
    Aero enabled
    Direct HDMI connection to TV

Yes, mounted the .ISO with DaemonTools. I'll try burning it but since it's a BluRay format, how should i burn it? (Don't have a BluRay Player/Burner)

One more thing: do you have the Aero theme enabled in Vista?

    Yes, Aero is enabled.

When i play the MP4 file inside MP, i see all bars (2 till 25) flash.

Funny, both you and HomeY have a Sapphire Radeon HD 4670. I wonder if that has something to do with it.

Did you try Pixel Format set to "RGB 4:4:4 Studio Limited" instead of YCbCr?

Yes, mounted the .ISO with DaemonTools. I'll try burning it but since it's a BluRay format, how should i burn it? (Don't have a BluRay Player/Burner)
Just burn it to a regular DVD-R/DVD+R. It is BluRay format but you need only burn the ISO image to a DVD-R with IMGBURN or Nero and it'll work fine as a BluRay.

    Yes, Aero is enabled.

That's definitely a problem. Very strange. I only have 17-25 showing up with EVR, but I have a Radeon HD 3470.

One more thing to try: try switching the MPC Video Decoder to software-decoding.

Funny, both you and HomeY have a Sapphire Radeon HD 4670. I wonder if that has something to do with it.

That is indeed typical. i don't hope it's the card since i just upgraded from a 2600XT. I'm using the HDMI connection on the HD4670 to connect to my receiver and from receiver to TV. I'll try to test if the HDMI Dongle i got with the HD2600XT works on the HD4670 and if that changes anything to the picture.

I would suggest you try swapping out the card and try the 2600XT. I'm at work right now but I'll post my results (screenshots, etc.) over the weekend.

One more thing to try: try switching the MPC Video Decoder to software-decoding. What happens now?

You mean disabling both DXVA checkboxes in the stand-alone filter?

    Yup, exactly.

I only have those 2 DXVA checkboxes ticket, when i disable them (and turn the rest on) i still get the same results. Bars 2-25 flash with MP4 files inside MP, so incorrect levels :(

I'll see if i can put the 2600XT in tomorrow, done with this for the day (22:00 here) so i'm gonna watch some TV.

And... TNX for helping me to figure out this issue damaster! Appreciated! This is kinda like the last step for a perfect system ;)
