So there should be something else we are missing
The only other things that could make any difference are the tuner driver and your dish, cabling and switch/splitter. If you upgraded Windows, then most likely is the driver.

Actually I don't think so. Because I restored a disk image of OS and tv card driver (without mp). Then installed mp 1.6. I were usng the same disk image on my previous installations of MP[DOUBLEPOST=1389229499][/DOUBLEPOST]I also tried to:
1- set card type to Generic.
2- install latest driver for hvr 4400

but none worked. Win TV is working ok

You know more than me about your own system... but it doesn't change my previous answers. :)
If you say it was working in MP 1.3 b then try installing MP 1.3 b and see if it still works. I would be very surprised if it does... and even in that case, there is nothing I can do for you.

There is no setting (except for the DiSEqC setting itself) that will make any difference.

2- install latest driver for hvr 4400
    Okay.

Not unexpected. Hauppauge software is designed to support their cards. I know the TV Server code for Hauppauge DiSEqC has been not very good for a long time. It has been fixed in TVE 3.5.

The code has not changed, and I know other people have had problems with it since a very long time (1.1.x). I have an HVR-4400 which I was able to test with DiSEqC several years ago. That is how I know the problem and the solution. In short: if it worked for you with MP 1.3b then you were lucky.
You say you know the reason, can you share it? :) Is it a huge change in TVE 3.0 code? I saw, that for some other cards patches were issues. If it's only a minor code change I'd like to create an inoffical patch, since I can not see a timeline when first TVE3.5 beta for MP1 will be issued :(
