Looks like the problem is that BDA is not installed correctly, so the TV service is not able to start:

This is a problem which is specific to server versions of Windows. I'd like to help but I genuinely can't offer any further advice except to try the instructions in the first post again, and make sure you reboot afterwards.

Got it!
The problem was i have danish langauge on my Server, which i didn't think about when typing en-US for my locale
Got it running now!
