Like I already said earlier your suggestion is just a hack to work around the fact that your tvguide.xml is wrong in the first place. Including such a hack (with all it's possible side-effects / bugs) in MP does not make much sense, especially since it seems you are the only one having this problem.

There has only been one more incident of wrong timezones in xmtlv data and the author of the grabber was happy to fix his grabber.

OK, if this is the case then the tvguide.xml is simply wrong: no application will ever handle this correctly. I can't help but wonder why no one else complains about this guide.
Anyway it would be equally wrong to add a feature in MediaPortal just to be able to handle wrong data.:sorry:

That aside, I would first try to contact the site to let them know that the data they provide have wrong timezone and explain why. If that doesn't work (as it most probably won't) I would try find a way to translate the file into one with proper timezone info. One simple way I can think of is XSL transforms but YMMV.

If I correctly have understood you - that import of data to base is made in completely automatic mode.
    In my opinion:
Absence of instructions of a time zone for the channels or its incorrect instructions - not is a sign of a gross error,
Therefore as time of the beginning and the termination of each program within a "native" zone the true.
Hence such data it is possible to consider incomplete with possibility of updating to correct values,
By simple and unitary actions from the end user.
It is possible to name it a semi-automatic mode of calculation.
And as MT applies for a rank all in one, expansion of its possibilities is welcomed.
I do not think that addition of possibility of support of manual instructions of a time zone it is difficult.
And it hardly will lead to increase in number of errors, and on the contrary will give the chance finally
    To obtain correct data.

Why you think that only at me such problem?
Many providers of a cable television broadcast satellite channels in the networks.
Many look satellite channels of different time zones.
And during too time only the end user can define correct conformity of displacement of the real beginning of the program concerning specified on sites and this displacement will differ for different channels.
There are channels which are accessible to me to viewing and which broadcast with displacement 0, +1, +2,-3,-1 hour concerning my time zone.
And how you think that easier, once to specify displacement of time for each channel in MT or to achieve it from different sites where there are programs for these channels?
Yesterday I have started to use WebEPG and have received the same result for certain channels
