Hi,

I've signed up here as I was having almost the exact same issue, but found a solution. The problem is Windows 10, and the "on by default" fast boot option, which semi-suspends the OS before turning off, it's not a true "off"!! By following the simple instruction found here http://www.tenforums.com/tutorials/4189-fast-startup-turn-off-windows-10-a.html my tv tuner starts first time, every time from a power off boot :)

Sorry it's been a while, but a bit of an update. I went back to an older tuner and everything works fine so it was (as was suggested on here) the tuner which was the issue. It's a shame as the newer one is hd and the older one isn't. Ultimately I'd like to run both but I'll have to see if newer drivers are available at some point

    Did you try disabling Windows 10's "fast boot", as suggested by David?
    As David described: when fast boot is enabled (which it is by default), turning the PC off doesn't actually turn it off - it suspends it. I presume that's why I was seeing what I was seeing in your log files. You thought you were turning the PC off, but Windows was tricking you. If you disabled fast boot and don't use standby/hibernate then the problem should go away without the need for new drivers.
