Don't know if it helps, but if you google RX480 graphics dxva you will find a few forums and reported issues, maybe try changing the hardware acceleration dxva setting might do something.

Yep, check that the LAV video settings - especially the hardware acceleration (DXVA) - are correct.
Also, use Windows Task Manager and AMD software to check that your system's resources - CPU, GPU and HDD in particular - aren't overwhelmed when you try to view TV.

You are absolutely right. DXVA for interlaced HD content is broken with all AMD RX cards with all Crimson driver versions! It is working for a few progressiv videos though.

Yup, that's it. Poxy AMD...
With your CPU (info from your dxdiag.txt) - 'Processor: AMD A8-7600 Radeon R7, 10 Compute Cores 4C+6G (4 CPUs), ~3.1GHz' - you could probably handle Full HD H.264 decoding in software anyway. The GPU hardware de-interlacing might still work, even if the interlaced H.264 decoding is broken...
