So you have a computer in your LAN (on same IP/etc) that works, and this one that doesn't. That at least gives you the ability to compare, do a traceroute or other network diagnostic to see if there are any differences. Could be as simple as different DNS servers, corrupt DNS cache, or more complex like some 3rd party software interfering. Norton or anything Symantec is known to adjust network traffic, even when you "disable" it.
Verify with Fiddler then or WireShark that the data you get is the data you expect (F12 network capture in IE10 or FireBug extension for Firefox help as well).
