i think your Problem is that not all DLL and EXE Files inside MP used .NET4.0
so do not has 3.5 installed that should be a Problem.

Win 8.1 comes with .NET 4.5 so he only needs to enabled the .NET 3.5 features.

If that doesn't do the trick, then we need WatchDog logs

That's not needed, and even impossible to install on Win 8.1
enabling .NET 3.5 features for Win 8.1 is enough.

The crash seems to happen on Deploy.Tool (which is the installer).
Do you get any logs?
C:\ProgramData\Team MediaPortal\MediaPortal\Log
If you have some (install log should be there) please zip 'em all up and attach them to a post.

Also check you system logs to see what triggered the crash.

First of all, I really appreciate the help. I know I could simply restore the computer to default settings but I'd love to get to the bottom of this in case it helps others

No folder is created in ProgramData. I attach the crash log, which is the only log I can find. The error message suggests that the Deploy.Tool is expecting to find a file and crashes when it can't find it. But I can't fathom out what that file is it is looking for.

Just to be sure, could you run a system files check?

From DOS box type:
sfc /scannow
