Sorry to warm up that tread again. I have also an CT2-4650 CI. Unfortunately the CI is not working within MP2, did load the latest version available.
I tired it with TT-Viewer, shipped with the box. There the crypted channel worked and the remote controll to.
Is there a chance to get this working in MP1 oder MP2?
The remote controll is not working neither. Can someone assist, where to get support for it?

First; TVHeadend/Kodi.... Nah. Given up on that - 'non-tech'; its horrible. 'Tech' - a few reasons but mostly that it is buggy. It is actually a real shame as it does have potential and promises a lot (was great to have Kodi on my phone and be able to watch live/recordings...

So, a very long-time MP fan here. Family have used MP (Only MP1 as all addicted to Titan skin) for ever - for my 13yo, thats 100%...
Ok, so perhaps a solution, but not the "right" solution. On the client, within media portal configuration, under TV settings, advanced options, I switched to UNC paths instead of the default RSS, and it's working very well. Sure I had to figure out the paths, but no big deal.

My TV PC is more a cast-off on older hardware (a 'Quiet PC' i5 4690, 16GB ram, 2xSSD 1xHDD, system graphics), mainly as a cheap way...
Good luck, I am really not too sure how well CAM and MP work together with any tuner.
Just a thought would it not be cheaper to just buy another C1+ card then there would be no need to prioritise the tuners?
BTW the TBS Deutschland website specifically states that C1+ cards are not supported but I think that is a local issue with the...
